You may want to check with Mentor Graphics about their CellBuilder.  It
probably does what you want.  It does characterize for power, but exactly
into what formats I don't know, however writing a small script to translate
from a to b when the simulation is done shouldn't be too difficult (at least
when compared to writing scripts to automate simulation over temperature,
voltage, process, load and slew-rate).  Commercial pricing is probably a
bit, shall we say prohibitive, but at least here in Scandinavia they have
very reasonable license fees for academic institutions and the same should
apply in the USA.
