It depends on who you are.  If you are, for instance, a customer of a major
merchant foundry (e.g. TSMC), then you can most likely get their DRC deck.
Consider, however, that DRC decks contain very precise and proprietary
information about a process, and also that coding and debugging of a DRC
deck contains perhaps hundreds of hours of expensive work, and you'll see
why "real" decks just aren't floating around free.
