You didn't mention which platform you use, but Cadence includes PIPO for
GDSII in/out translation.  In Cadence 4.3 DFII the PIPO and stream functions
are loaded from transUI.cxt .

PIPO is asynchronous, indicating the probablility that it's a stand-alone
executable rather than a SKILL utility.  Look for it under your Cadence
directory; you may be able to make a simple system call to it since it
supports template files for the numerous parameters.
