John,

I'm assuming here that Caesar is aware that eleoctromigration problems are 
far worse in lines with unidirectional current flow than with bidirectional 
flow. In power supply lines, current is always flowing in the same 
direction. In signal lines, it flows in both directions, depending on 
whether the line is switching from 0->1 or 1->0. That's why the analysis 
tools all concentrate on power supply lines.
